London bureau Henry what's known about
this bomb. We don't know yet who placed

the bomb inside the train police are working
on 2 lines of inquiry at the moment

Firstly going through security camera footage
from the train and from the stations
00:06:14
up and down the line to try to establish
some identity for the attacker Secondly
00:06:20
the device itself is thought did not detonate
properly so police are left with some
00:06:26
forensic evidence from the scene itself
which may help them identify who placed the
00:06:31
attack and where they got the materials
from but so far we don't have an identity
00:06:36
for the attacker so the manhunt is
continuing and it's believed the suspect is
00:06:41
still at large this took place in
00:06:43
a underground stop called Parson's Green
is there any significance with the
00:06:48
location. It's not believed so at the
moment terror experts I've spoken to
00:06:55
seem to believe that in fact it was
intended that the device may have detonated
00:07:00
further into central London and that would
tally with the theory that the device
00:07:06
didn't go off as intended
it's believed there was
00:07:09
a timer attached to the device wires were
seen pretty true ding from the flaming
00:07:15
bucket that was filmed by many of the
passengers as they escaped the train so the
00:07:20
theory at the moment is that the attack was
meant to take place deeper into central
00:07:25
London where the train probably would
have been even more busy and I think it's
00:07:29
probably pure luck that
we're not talking about
00:07:32
a far more serious incident and loss
of life today Well London has been
00:07:36
a frequent terror target just this year
alone. It has indeed 5 terror attacks

in Britain 4 of them in London this year
all of them targeting soft targets as
00:07:50
police use the term. Pedestrian walkway
transport hubs places that are very
00:07:56
difficult for the earth or
00:07:57
a tease to defend against They have put
some measures in place they have put
00:08:03
barriers along some of the key walkways
and bridges across the river Thames there
00:08:07
is an increased armed police presence in
London but it has to be remembered that
00:08:13
millions of people use the London subway
network every day and it's bus network and
00:08:18
it's road network and I think everybody
accepts that it's impossible to defend the
00:08:24
entire infrastructure of the
city that being said this was
00:08:30
a bomb attack that will hopefully offer
some clues and some leads to police where
00:08:36
they will be able to establish if this was
00:08:37
a lone wolf who perhaps got the instructions
on bomb making from the internet or
00:08:42
from some terrorist propaganda
or if it was part of
00:08:46
a bigger terrorist cell and that of course
is is the worst case scenario for for
00:08:52
Thora sees in London who may have to deal
with the continuing threat but as I say

the task they face at the moment is identifying
the culprits and tracking them down

well meanwhile u.s.

President Donald Trump has been criticized
for his comments on Britain's approach

to terrorism what has been
the response. The it's

a difficult position for the British
government obviously they're keen to play this
00:09:17
down and maintain their strong relationship
with the United States but this is

something that also occurred in the Manchester
terror attack that occurred earlier

this year where leaks on the course of
the police investigation into the attack

were forthcoming from the American side
and American media were reporting on the
00:09:38
investigation which. Police believed was
hampering their investigation this time

president seems to have told reporters in
Washington at the White House that that
00:09:49
Scotland Yard which is the headquarters
of the Metropolitan Police here in London

knew the attack and so perhaps he knows
more than the being let alone by

police here in London the British prime
minister was keen to play that down she
00:10:04
said there was no room for speculation
until thorough working as hard as they can

to identify the culprit thanks very much

circulating on social media that was

actually part of the 1st glimpses that we
got at this bomber from people who were

on the train taking photos of it on their
phones and then posting that to social

media and there's been a real lot of
reaction not just in London to the u.k.

But really around the world questions about
where this attacker may have come from

who this attacker is was it
a lone wolf was a part of
00:10:49
a broader attack strategy and part of that
speculation coming from President Trump

as me as we just heard tweeting out
that another attack in London by

a loser terrorist These are sick and
demented people who are in the sights of
00:11:01
Scotland Yard must be proactive of
course Henry also talked about that that
00:11:05
president alluding to the fact that Scotland
Yard may have known who these people
00:11:08
were in the Rose Garden this morning
President from saying it was
00:11:11
a terrible thing that we have to be tough
against terrorism and he vowed to call
00:11:15
British prime minister to resign May
She has now spoken out saying that his
00:11:19
speculation on Twitter is not helpful
saying that you need to wait for all the
00:11:23
facts to come through of course after that
Manchester attack there was some tense

relations between the u.s. And the u.k.

Regarding that attack but we'll end on

a light note because it is the end of the
week the reason why President Trump was

in the Rose Garden this
morning was to meet

a young man who was moaning the rose guy.
It was an 11 year old boy named Frank. He

sent President Trump
00:11:45
a letter he said asked if you could mow
the lawn at the White House and President
00:11:48
Trump said sure so this morning Frank
mowed the lawn of the Rose Garden and got
00:11:52
a visit from the president himself Trump
told reporters this is Frank and he's
00:11:56
going to be very famous So lots of activity
about this on social media including

from White House press secretary Sarah
could be Sanders she tweeted out

a photo of Franks saying
he's hard at work doing

a great job and then after he finished going
on Frank accompanied Huckabee Sanders
00:12:11
to the White House briefing room
to answer a couple questions but

a fun little story nice for him that he
gets to go there nice moment in the sun for

Frank but some confusion
on social media because

a lot of people saw these photos and said
Why is there an 11 year old child the

lawn at the White House they hire you

going on but I once they heard the

in the wake of Hurricane Irma.

Earlier Friday North Korea launched another
missile over Japan just days after the

United Nations imposed additional sanctions
on Pyongyang for conducting its 6

nuclear test the missile was launched from
the Sunan district in the North Korean
00:15:09
capital Pyongyang and flew over the northern
Japanese island of Hokkaido I spoke
00:15:15
with and Williams associate director
of the Missile Defense Program at the
00:15:19
Washington based Center for Strategic and
International Studies I asked him what's
00:15:24
known about this latest missile what we
know its distance and its general subject
00:15:29
or it did. Over
00:15:31
a kiter Japan this was like the previous
test on August 28th when flu about 3700
00:15:36
kilometers flew to an altitude
of about 770 kilometers which is
00:15:40
a little bit higher than the previous
test and it flew for 90 minutes which is
00:15:46
interesting because that's quite
00:15:47
a bit faster than the previous test on
August 28th which was about 32 minutes that
00:15:52
does suggest that we could be looking at
something new something different than the
00:15:57
last test we haven't gotten full confirmation
of what the missile exactly was but I
00:16:01
would say that flight time does suggest
it could be could be something different
00:16:05
but we'll have to wait to see Well apparently
this type of missile it could have it
00:16:10
was capable of say flying towards Guam
that's correct that is correct yes I think
00:16:16
is that the significance of this particular
path that it took Why did North Korea
00:16:21
decide to to send it in this
direction Well it does get
00:16:24
a lot of attention when they fly over you
know the territory of another country of
00:16:29
Japan in particular given the hostilities
between the countries but they you know
00:16:33
on the other hand you know if they're looking
at developing missiles which they are
00:16:38
certainly doing based on North Korea's
geography if you want to fly a missile on
00:16:44
a kind of operational trajectory there's
not many other places you can go you can
00:16:49
fly over China which I don't think they
would do you could fly over South Korea and
00:16:53
. That would put it in the sights of u.s.
00:16:56
Missile defenses in South Korea and in Guam
so over Japan is really the only other
00:17:01
direction that you can go that could
continue giving you know earlier in the year
00:17:07
they were doing
00:17:07
a lot of loss to the actors meaning they
would fly the missile very high but not
00:17:12
very far and they would land in the Sea of
Japan but if you're developing missiles
00:17:17
meant for combat operations eventually
you're going to need to see how they fly on
00:17:22
a combat operation which exactly does this
most recent launch indicate that North
00:17:27
Korea is just continuing to develop its
missile program and it certainly does it
00:17:33
wasn't a huge surprise to see that they did
this again certainly they seem to have
00:17:37
a kind of
00:17:38
a dual track dual purpose in my opinion
they're on the one hand looking to develop
00:17:43
the missile technologically but they're
also using their missile development
00:17:48
programs and the timing of
the test server to send
00:17:51
a message to labor objecting to certain
things certainly this the timing of this
00:17:55
test with the sanctions the passing of the
new sanctions certainly not coincidental

onslaught of Hurricane Erma 8 people died

after the nursing home where they resided
in in southern Florida lost power I spoke

communications for the Florida Health Care

Association the nursing home which is
me which is being investigated has no
00:18:31
connection with the association I asked
her about the regulations that nursing
00:18:36
homes must comply with nursing homes are
required to have an emergency preparedness
00:18:42
plan they have that plan approved by
their local emergency County Emergency
00:18:46
Management Office and they are required
to have an alternate source of energy if
00:18:52
they are. Erin for residents for example
who are on ventilators they are required
00:18:57
to have
00:18:57
a generator if they otherwise the alternate
source of power basically means something
00:19:03
that they would have backup power to be
able to monitor residence temperatures such
00:19:08
as spot coolers or fans to keep folks
cool and just to maintain the health and
00:19:13
safety of the residents What is it been
like in the aftermath of Hurricane erm I
00:19:17
mean how how and nursing homes
been been able to cope I'm sure
00:19:21
a number of them have been affected by
this huge storm they have you know these
00:19:25
caregivers across the state are extremely
resilient we have 683 nursing homes here
00:19:31
in Florida and as of Sunday as the storm
was making landfall and into Monday we saw
00:19:38
about probably about 400 of those who
lost their power you know we had 10000000
00:19:43
Floridians in our state who were without
electricity and that continues there are
00:19:48
still folks today without electricity and
51 nursing homes as of this morning we're
00:19:52
still experiencing power outages not
on commercial power so it's been
00:19:57
a challenge it's really been
00:19:59
a challenge you know they care for very
frail complex medical patients who require
00:20:05
oxygen medication but again you know these
folks the caregivers that are making
00:20:11
sure the phone the residents are safe are
doing everything that they can in the
00:20:15
Hollywood Hills story it was
00:20:16
a tragedy in our hearts go out to those
families and but you know that was an
00:20:21
isolated incident and there's so many
wonderful stories about things that have gone
00:20:26
right in in this whole process I would think
it could could be loss of power would
00:20:31
affect food supplies as well refrigeration
sure exactly for the last 5 days we have
00:20:38
been doing called ounce of the facilities
that are without power to check on them
00:20:42
to see if they have the supplies that
they need we've got facilities that have
00:20:47
power delivering ice you know those nursing
homes that don't have power working
00:20:51
with their local officials to make sure
they have out. That fuel supply water you
00:20:56
know their local vendors are pitching in
bringing additional supplies so it's it's
00:21:00
really been an all hands on deck situation
well at the moment I know power is being
00:21:06
restored but I would
assume there are still
00:21:08
a number of nursing homes that they don't
have power that's true yes right now the
00:21:12
report we got this morning is there still
51 nursing homes that don't have power
00:21:18
and again we're staying in touch with those
facilities to make sure that they have
00:21:22
the supplies they need to keep those
generators fuel they're doing everything that
00:21:26
they can to keep the residents cool you
know temperatures are hot in South Florida
00:21:31
and so their focus is on the safety of
their residents so they're looking at you
00:21:35
know making sure they're monitoring those
temperatures doing everything that they
00:21:38
can bringing in additional generators spot
coolers to keep the temperatures cool
00:21:43
for those folks and making decisions if
they have to if they don't feel they can
00:21:47
keep their residents safe you know looking
at alternative evacuations if they need
00:21:52
to move to another building that has
power restored those are the types of
00:21:56

this bomb. We don't know yet who placed

the bomb inside the train police are working
on 2 lines of inquiry at the moment

Firstly going through security camera footage
from the train and from the stations

up and down the line to try to establish
some identity for the attacker Secondly

the device itself is thought did not detonate
properly so police are left with some
00:06:26
forensic evidence from the scene itself
which may help them identify who placed the
00:06:31
attack and where they got the materials
from but so far we don't have an identity

for the attacker so the manhunt is
continuing and it's believed the suspect is
00:06:41
still at large this took place in
00:06:43
a underground stop called Parson's Green
is there any significance with the

location. It's not believed so at the
moment terror experts I've spoken to

seem to believe that in fact it was
intended that the device may have detonated

further into central London and that would
tally with the theory that the device

didn't go off as intended
it's believed there was

a timer attached to the device wires were
seen pretty true ding from the flaming

bucket that was filmed by many of the
passengers as they escaped the train so the

theory at the moment is that the attack was
meant to take place deeper into central

London where the train probably would
have been even more busy and I think it's

probably pure luck that
we're not talking about

a far more serious incident and loss
of life today Well London has been

a frequent terror target just this year
alone. It has indeed 5 terror attacks

in Britain 4 of them in London this year
all of them targeting soft targets as

police use the term. Pedestrian walkway
transport hubs places that are very
00:07:56
difficult for the earth or
00:07:57
a tease to defend against They have put
some measures in place they have put
00:08:03
barriers along some of the key walkways
and bridges across the river Thames there
00:08:07
is an increased armed police presence in
London but it has to be remembered that

millions of people use the London subway
network every day and it's bus network and

it's road network and I think everybody
accepts that it's impossible to defend the

entire infrastructure of the
city that being said this was

a bomb attack that will hopefully offer
some clues and some leads to police where

they will be able to establish if this was
00:08:37
a lone wolf who perhaps got the instructions
on bomb making from the internet or
00:08:42
from some terrorist propaganda
or if it was part of

a bigger terrorist cell and that of course
is is the worst case scenario for for
00:08:52
Thora sees in London who may have to deal
with the continuing threat but as I say

the task they face at the moment is identifying
the culprits and tracking them down

President Donald Trump has been criticized
for his comments on Britain's approach

to terrorism what has been
the response. The it's

a difficult position for the British
government obviously they're keen to play this

something that also occurred in the Manchester
terror attack that occurred earlier

the police investigation into the attack

were forthcoming from the American side
and American media were reporting on the

investigation which. Police believed was
hampering their investigation this time

president seems to have told reporters in
Washington at the White House that that

Scotland Yard which is the headquarters
of the Metropolitan Police here in London

knew the attack and so perhaps he knows
more than the being let alone by

police here in London the British prime
minister was keen to play that down she

said there was no room for speculation
until thorough working as hard as they can

speculation coming from President Trump

as me as we just heard tweeting out
that another attack in London by

a loser terrorist These are sick and
demented people who are in the sights of

Scotland Yard must be proactive of
course Henry also talked about that that

president alluding to the fact that Scotland
Yard may have known who these people

were in the Rose Garden this morning
President from saying it was

a terrible thing that we have to be tough
against terrorism and he vowed to call

She has now spoken out saying that his

speculation on Twitter is not helpful
saying that you need to wait for all the

facts to come through of course after that
Manchester attack there was some tense

relations between the u.s. And the u.k.

week the reason why President Trump was

a young man who was moaning the rose guy.
It was an 11 year old boy named Frank. He

a letter he said asked if you could mow
the lawn at the White House and President

Trump said sure so this morning Frank
mowed the lawn of the Rose Garden and got

a visit from the president himself Trump
told reporters this is Frank and he's

going to be very famous So lots of activity
about this on social media including

from White House press secretary Sarah
could be Sanders she tweeted out

a photo of Franks saying

a great job and then after he finished going

the Sunan district in the North Korean

capital Pyongyang and flew over the northern
Japanese island of Hokkaido I spoke

with and Williams associate director
of the Missile Defense Program at the
00:15:19
Washington based Center for Strategic and
International Studies I asked him what's
00:15:24
known about this latest missile what we
know its distance and its general subject
00:15:29
or it did. Over
00:15:31
a kiter Japan this was like the previous
test on August 28th when flu about 3700
00:15:36
kilometers flew to an altitude
of about 770 kilometers which is
00:15:40
a little bit higher than the previous
test and it flew for 90 minutes which is
00:15:46
interesting because that's quite
00:15:47
a bit faster than the previous test on
August 28th which was about 32 minutes that
00:15:52
does suggest that we could be looking at
something new something different than the
00:15:57
last test we haven't gotten full confirmation
of what the missile exactly was but I

would say that flight time does suggest
it could be could be something different

but we'll have to wait to see Well apparently
this type of missile it could have it

was capable of say flying towards Guam
that's correct that is correct yes I think

is that the significance of this particular
path that it took Why did North Korea

decide to to send it in this
direction Well it does get

a lot of attention when they fly over you
know the territory of another country of

Japan in particular given the hostilities
between the countries but they you know

on the other hand you know if they're looking
at developing missiles which they are

certainly doing based on North Korea's
geography if you want to fly a missile on

a kind of operational trajectory there's
not many other places you can go you can
00:16:49
fly over China which I don't think they
would do you could fly over South Korea and
00:16:53
. That would put it in the sights of u.s.

Missile defenses in South Korea and in Guam
so over Japan is really the only other

direction that you can go that could
continue giving you know earlier in the year

they were doing
00:17:07
a lot of loss to the actors meaning they
would fly the missile very high but not
00:17:12
very far and they would land in the Sea of
Japan but if you're developing missiles
00:17:17
meant for combat operations eventually
you're going to need to see how they fly on

a combat operation which exactly does this
most recent launch indicate that North

Korea is just continuing to develop its
missile program and it certainly does it

wasn't a huge surprise to see that they did
this again certainly they seem to have

a kind of

a dual track dual purpose in my opinion
they're on the one hand looking to develop

the missile technologically but they're
also using their missile development
00:17:48
programs and the timing of
the test server to send
00:17:51
a message to labor objecting to certain
things certainly this the timing of this

test with the sanctions the passing of the
new sanctions certainly not coincidental

required to have an emergency preparedness

plan they have that plan approved by
their local emergency County Emergency

Management Office and they are required
to have an alternate source of energy if
00:18:52
they are. Erin for residents for example
who are on ventilators they are required

to have
00:18:57
a generator if they otherwise the alternate
source of power basically means something

that they would have backup power to be
able to monitor residence temperatures such
00:19:08
as spot coolers or fans to keep folks
cool and just to maintain the health and
00:19:13
safety of the residents What is it been
like in the aftermath of Hurricane erm I

mean how how and nursing homes
been been able to cope I'm sure
00:19:21
a number of them have been affected by
this huge storm they have you know these
00:19:25
caregivers across the state are extremely
resilient we have 683 nursing homes here
00:19:31
in Florida and as of Sunday as the storm
was making landfall and into Monday we saw
00:19:38
about probably about 400 of those who
lost their power you know we had 10000000
00:19:43
Floridians in our state who were without
electricity and that continues there are
00:19:48
still folks today without electricity and
51 nursing homes as of this morning we're
00:19:52
still experiencing power outages not
on commercial power so it's been
00:19:57
a challenge it's really been
00:19:59
a challenge you know they care for very
frail complex medical patients who require
00:20:05
oxygen medication but again you know these
folks the caregivers that are making
00:20:11
sure the phone the residents are safe are
doing everything that they can in the
00:20:15
Hollywood Hills story it was
00:20:16
a tragedy in our hearts go out to those
families and but you know that was an
00:20:21
isolated incident and there's so many
wonderful stories about things that have gone
00:20:26
right in in this whole process I would think
it could could be loss of power would
00:20:31
affect food supplies as well refrigeration
sure exactly for the last 5 days we have
00:20:38
been doing called ounce of the facilities
that are without power to check on them
00:20:42
to see if they have the supplies that
they need we've got facilities that have
00:20:47
power delivering ice you know those nursing
homes that don't have power working
00:20:51
with their local officials to make sure
they have out. That fuel supply water you
00:20:56
know their local vendors are pitching in
bringing additional supplies so it's it's
00:21:00
really been an all hands on deck situation
well at the moment I know power is being
00:21:06
restored but I would
assume there are still
00:21:08
a number of nursing homes that they don't
have power that's true yes right now the
00:21:12
report we got this morning is there still
51 nursing homes that don't have power
00:21:18
and again we're staying in touch with those
facilities to make sure that they have
00:21:22
the supplies they need to keep those
generators fuel they're doing everything that
00:21:26
they can to keep the residents cool you
know temperatures are hot in South Florida
00:21:31
and so their focus is on the safety of
their residents so they're looking at you
00:21:35
know making sure they're monitoring those
temperatures doing everything that they
00:21:38
can bringing in additional generators spot
coolers to keep the temperatures cool
00:21:43
for those folks and making decisions if
they have to if they don't feel they can
00:21:47
keep their residents safe you know looking
at alternative evacuations if they need
00:21:52
to move to another building that has
power restored those are the types of
